European Parliament adopts Declaration on Grassroots Sport
ISCA thanks all the members of the European Parliament that supported the declaration
On December 16, 2010 a majority of 385 Members of the European Parliament adopted the Written declaration 0062/2010 on increased European Union support for grassroots sports. The declaration calls for 5 measures to be implemented by European Union institutions and/or EU member states.
ISCA has been greatly involved in promoting the adoption of the declaration, through direct contact to all members of the European Parliament, a series of speeches at the European Parliament and direct assistance to the MEP sponsoring the declaration.
ISCA President Mogens Kirkeby points out that ‘this is a strong political signal from the European Parliament. The support to the Written Declaration combined with the conclusions from the Sport Minister meeting on November 18, strongly underline, that grassroots sport should be the European Union’s priority within the sports field in the years to come.’

European Union Structured Dialogue on Sport
EU institutions and sports sector start new collaboration
The Belgian EU Presidency, led by Flemish Minister for Sport Philippe Muyters, brought together representatives of the EU institutions and the sports sector. This was done for the first time within the framework of the new Sport Council. During this informal meeting, they discussed the future EU collaboration in the area of sport.
“Together with the Commission and Parliament, we have decided to conduct a regular dialogue with stakeholders from the world of sport”, said Philippe Muyters, Flemish Minister for Sport and Chairman of the Sport Council.
"It’s a very important fact that European Commission created this Advisory Committee to valorize the contents of the White Paper on Sport, namely the promotion of the social value of sport", said Filippo Fossati, Chairman of ISCA Europe. "This meeting produced an agenda of priorities, including the fight against doping, campaigns to promote the value of sport as an active driver for social inclusion and the fight against illegal activities in the football world".

Today grassroots sport is engaging 40 % of all Europeans on a regular basis. If we add to this the number of Europeans who are physically active in other ways than sport, 65 % identify themselves as active on regular basis (Eurobarometer, 2010). However, there is a considerable gap between European countries in regard of the degree of involvement of the citizen in public life in general, and in sport in particular.
Close the physical activity gap by giving all Europeans the opportunity to be physically active regularly. If all EU societies reached the current level of the top 25% of EU countries - then 100 million more Europeans would be regularly active in sport and physical activity.
SANTE Advisory Group
SANTE Advisory Group is composed by top level researchers
Within the general framework of the SANTE Project, an Advisory Group has been established, which is composed by international top level researchers and aims to qualify, evaluate and study the progress of the project and specific themes and interventions involved in it.
The Advisory Group is composed of:

- Prof. Borislav Obradovic, University of Novi Sad, Serbia
- Prof. Dr. med. Gunnar Tellnes, University of Oslo, Norway
- Assistant Prof. Antonio Borgogni, University of Cassino, Italy
- Dr. Eloisa Lorente, University of Bedfordshire, UK
- Dr. Simone Digennaro, University of Cassino, Italy
During the 2nd meeting of the Advisory Group in Copenhagen from the 10th to the 11th of December the members went on to define and prepare a scientific framework through which Good Practices, within the health-enhancing physical activity sector, will be defined, identified and selected. Finally the AG will prepare a specific Handbook aimed at collecting the most inspiring good practices, which will be published in spring 2011. The next meeting of the AG will take place in Cassino, Italy, at the end of January 2011.
SANTE Workshop in Rimini
Engaging Youth/adolescents in physical activity using health as a brand ’Let’s move!’
SANTE workshop in Rimini met 3 specific aims:
- Targeted interactive presentations and work in specific thematic areas: kids activities and their healthy life style
- presented of the UISP Good Practice and organizational Networking methodologies
- presented the general outlines and goals of the UISP national campaign “Lets MOVE!”
SANTE workshop was organized by SANTE Partner UISP from Italy.
SANTE Workshop leaders from Italy gave to participants general outlines and goals of the national campaign: ’a healthy lifestyle to combat physical inactivity and obesity in children and parents’. They shared UISP’s approaches to social action for the right to health. Participants found out how UISP is working with other Institutional partners. Caterina Lombardo from the University of Rome explained the structure of the evaluation of program effectiveness: survey instruments and results achieved in last few years.
Beatrice Andalò and Fabrizia De Meo led the workshop on educational interventions about methodology and proposals for games and physical activity.

Concluding Symposium on Sports Clubs for Health
Vantaa - Finland, 6-8 February 2011
Organized by the Finnish Sport for All Association in association with the partners of SCforH program.
The symposium is the final point of EU Sport Unit funded SCforH-program. The symposium is open to whoever interested on SCforH program (cost prise basis). The aims of the concluding symposium are:
1. To present the work done under each work package
2. To establish a draft version of the 2.0 updated SCforH Guidelines
3. To receive contributions of other parties about the SCforH program and SCforH Guidelines
4. To elaborate networking and future working under the SCforH program

NEMUNAS Executive Committee meeting with international intervention
Political leaders from NEMUNAS, Lithuanian Sport and Cultures Association met on16th December in Duses in Lithuania with the main aim: »To develop active programs for 2011 and get external inspiration for long-term program«. This group is resourceful for NEMUNAS who is in the development stages of implementing new health and physical activity promotion on the local and national level. NEMUNAS, one of SANTE Project Partners, invited ISCA representative (SANTE Project manager) for feedback, idea exchange, work plan development and for getting the basic knowledge on quality management in sport for all and health projects.
NEMUNAS Executive Committee has organised a workshop «Development of sport and health activities». Workshop has raised awareness among the members on planning, managing and implementing the activities on the local and national level. Workshop also encouraged and supported national committee to take responsibility for development new projects and to actively promote the choice of bilateral cooperation between ISCA members.
Pilot Training
on intercultural skills for volunteers and youth leaders working with people with disabilities
The Council Europe’s Enlarged Partial Agreement on Sport (EPAS), Special Olympics Europe/Eurasia and International Sport and Culture Association (ISCA) are happy to invite you to apply for the Pilot Training on intercultural skills for volunteers and youth leaders working with people with disabilities. The training will be take place from the 3-6 February 2010 in the European Youth Centre, Strasbourg, France.
- There is only limited international exchange of experience or know-how when working with person with intellectual disabilities,
- There is a need to identify cultural commonalities and differences of young people with and without disabilities in Europe,
- Youth activation and advocacy work in the environment of the Council of Europe (developing leadership skills and building up network),
- Empowering youth leaders to break down barriers between people with and without disabilities in different countries,
- How can sport contribute to empowering youth with disabilities and develop mutual understanding between volunteers, leaders and athletes with and without disabilities.

European Year of Volunteering 2011
Regional and local authorities in action during the European Year of Volunteering 2011
Volunteering has great potential for the social, economic and territorial cohesion of Europe. By designating 2011 as the "European Year of Volunteering", the EU aims to increase the recognition and popularity of volunteering across Europe and to encourage the exchange of best practice between its member states, regional and local authorities and civil society organisations. This purpose will be served by a Forum of the Committee of the Regions on 26 January 2011, which will at the same time launch a collection of best local practice in volunteering in order to feed into the European Commission’s conference on volunteering in Athens in October 2011.
On the eve of its Plenary Session on 27 and 28 January 2011, the Committee of the Regions invites interested regional and local representatives as well as practitioners to share good practice and discuss on topics centred around the objectives set out for the European Year of Volunteering:
- How to create an enabling and facilitating environment for volunteering in the EU?
- How to empower volunteer organisations and improve the quality of volunteering?
- What could be done to recognise achievements gained in volunteering activities?
- What can RLA do to raise awareness of the value and importance of volunteering?
In conjunction with the Forum, ISCA will organize the kick-off meeting of its EuroVolNet project, which is targeted at improving volunteering infrastructure during the European Year of Volunteering. EuroVolNet is supported by the European Commission´s Sport Unit´s preparatory actions in the field of sport.
International Children’s Games Conference
Health and Wellbeing Conference - 2 to 4 August 2011
ICG Lanarkshire in association with the International Sport and Culture Association, the Scottish Association of Local Sports Councils, NHS Lanarkshire, University of the West of Scotland and the Scottish Government have the pleasure of inviting you to a Health and Wellbeing conference to coincide with the Lanarkshire International Children’s Games.
The conference will create a dialogue on issues affecting young people today such as sport, active citizenship and wellbeing. There is no chance you will just be sitting listening to speakers. Everyone who attends will have a very active part to play through:
- Non formal education learning workshops and lectures on a variety of topics
- Being fully involved in sharing your experience through case studies, role play or poster presentations
- Taking part in sessions that encourage lively interaction between young people, experts and decision makers

Conference Announcement and Call for Abstracts
European Association for the Philosophy of Sport (EAPS) is holding it’s first International Conference from the 19-21 May 2011 in conjunction with the British Philosophy of Sport Association 8th Annual Conference at the Charles University in Prague, Czech Republic, Faculty of Physical Education and Sport.
The closing date for abstracts is the beginning of January 2011.

What are the unique features of your project?
We will develop a holistic methodology that can easily be adapted and implemented by different public authorities, and increase the level of awareness. It will support networking and exchange of relevant practices between the relevant actors in the field of healthy and active ageing, i.e., the sport sector and other civil society organizations, public authorities (regional and local) in order to strengthen the contribution of the sport sector to healthier lifestyles.
What are the main achievements of your project?
The Holistic Methodology created by us should reach the practicality and becomes a useful tool for all kind of organizations and entities involved in the promotion of Healthy Aging.

ISCA Season’s Greetings
Greetings from ISCA President, Mogens Kirkeby
2010 has been an extremely important year for ISCA and its members. We have implemented an incredible amount of international projects in the field of Sport. Among other the ¨PATHE – Physical Activity Towards a Healthy Europe¨ project concluded successfully and produced results that ISCA and its members can rely on when planning strategies for physical activity and health.
Moreover 2010 has been the start-up year for 2 other large-scale projects, namely ¨SANTE – Sport Action NeTwork of Europe¨ and ¨Sport and Cultures in Dialogue¨ that have enabled important partnerships between the numerous stakeholders in the Sport for All sector. The MOVE2010 Congress has been a demonstration of ISCA’s willingness to build bridges between sport organizations and the public and private sector and we can already now look forward for a continuation of this effort in 2011.
